The Tsarlack Political System

The State of Tsarlack is a representative parliamentary monarchy.  The Tsarlack Constitution legitimates the formation of the State of Tsarlack / Kingdom of Tsarlack, which is the de jure and de facto rule on the Tsarlack islands. The State of Tsarlack by signing the Fourwall Tsarlack Treaty has adopted a new Tsarlack Constitution and mandated the Tsarlack Government to form an administration to govern the Tsarlack islands affairs.

The preceding Tsarlack Union of the Tsarlack Government and the Down Tsarlack Government seize to exist and all institutions of both governments were amalgamated into the State of Tsarlack.

The City of Tsarlack is an autonomous mayoralty. The constitution grants a single lifetime Mayor of All Tsarlack the right to be the chief Tsarlack magistrate. Tsarlack Government

 The State of Tsarlack is administered by the Tsarlack Government.  For the administration of the Tsarlack Government the constitution grants The State Council of Tsarlack the right to govern. The State Council of Tsarlack has 7 members elected by the people of Tsarlack for a 3 year term. The State Council of Tsarlack answers to the head of state chain of command whereby is as follows:

1.     King of Tsarlack – Head of the Kingdom of Tsarlack

2.     Mayor of All Tsarlack - Head of the City of Tsarlack

3.     Prince of Andi Head of the Principality of Andi

4.     Archbishop of Tsarlack  - Head of the Church of Tsarlack

5.     Vice Mayor of All Tsarlack – Second in command of the City of Tsarlack

The Tsarlack Government Cabinet consists of persons appointed by the State Council of Tsarlack, to head the Tsarlack Government ministries and other executive departments, agencies and bureaus. It is responsible for the day-to-day administration of the State of Tsarlack as well as for its economic regeneration.

The head of the Tsarlack Government Cabinet is the Tsarlack Prime Minister that answers directly to the State council of Tsarlack. The Tsarlack Prime Minister is appointed with a no fixed term limit.

The King of Tsarlack is represented in the Tsarlack Government by the “High Representative of the Tsarlack King to the Tsarlack Government” who is also the director of the Department of Royal Tsarlack Affairs.

 

 

Local Cities & Counties Governments

Each of the Cities and Counties that are under the sovereignty of the State of Tsarlack are administered by a local authority headed by a Mayor/Count, elected by the resident Tsarlack and EU citizens. The Mayor/Count heads the Local City Council along with other 7 members to head the executive departments of the City/County and to act as official advisers to the Mayor/Count. The State of Tsarlack laws surpass local laws.

Legislative System:

 

The Tsarlack constitution provides a bicameral style legislature of two houses. The process to legislate the Tsarlack State is as follows:

 

The Tsarlack Parliament

The Tsarlack Parliament is the Tsarlack lower house and is elected by the Tsarlack Citizens. It is the originator of legislation bills. Elected parliamentarians bring foreword bills for discussion in fixed scheduled televised sessions. After extensive discussion parliamentarians put the proposed bill into vote and if absolute majority is achieved the bill passes to the Tsarlack Senate. 

The Tsarlack parliamentarians are called “Members of the Tsarlack Parliament (MTsPs)”.  The leader of the Tsarlack Parliament is called “The Speaker of the Tsarlack Parliament”.

The Tsarlack Parliament is composed of 324 elected MTsPs each representing at least one Tsarlack constituency according to population. (262 active and 62 reserved for the Excadiz constituencies in the event of Tsarlack reunification) MTsPs are elected to serve a period of 4 years. Eligibility to become an MTsP is open to all Tsarlack and EU citizens who are at least 21 and permanently reside on the Tsarlack Islands.

 

The Tsarlack Senate

The Tsarlack Senate is the Tsarlack upper house and is appointed by a special mechanism from the Tsarlack Parliament as well as special appointments by the Tsarlack Government’s Department of Senator Appointments and the University of Tsarlack’s Institute of Tsarlianism. The Tsarlack Senate reexamines, reconsiders, reassesses, re-evaluates and in a final process decides whether to veto or approve the bills. The Tsarlack Senate regularly meets in fixed scheduled televised sessions. If bills are approved are passed into Tsarlack Law enforceable by the Ts.P.D.

Members of the Tsarlack Senate are called “Tsarlack Senators”. The leader of the Tsarlack Senate is called “The Honorable Tsarlack Senex”. The Tsarlack Senate is composed of 50 Tsarlack Senators. They are appointed to serve a minimum period of 5 years.

 

Judicial System:

 

Tsarlack Law is based according to the laws of Tsarlianism with modified elements of common law, English common law and Roman civil law.

 

Tsarlack Supreme Court of Justice

The Tsarlack Supreme Court of Justice consists of the Supreme Tsarlack Judge and 12 associate justices [13 in Total]. At its discretion, and within certain guidelines established by the State of Tsarlack, the Tsarlack Supreme Court of Justice each month hears a limited number of the cases it is asked to decide. Those cases may either begin in the Tsarlack State Court or the Tsarlack Districts Courts, and they usually involve important questions about the Tsarlack Constitution or Tsarlack law. The Judges for this court are appointed in coordination by the State Council of Tsarlack on the advice of the King of Tsarlack and the Mayor of All Tsarlack. This Court is housed in the Tsarlack Supreme Court of Justice courthouse in PN, Montetsarlo.

 

Tsarlack State Court

The Tsarlack State Court has independent jurisdiction over disputes which have a connection to the Tsarlack Government. Cases are heard before and evidence is presented in a trial court. The Judges for this court are appointed by the State Council of Tsarlack on the advice of the King of Tsarlack and the Mayor of All Tsarlack. This Court is housed in the Tsarlack State Court courthouse in Court Hill, Weldomassa.

 

Tsarlack Districts Courts

The Tsarlack Districts Courts are the 6 trial courts of the 66 regions, territories and islands that are under the jurisdiction of the State of Tsarlack. Within limits set by the State of Tsarlack and the Tsarlack Constitution, the Tsarlack Districts Courts have jurisdiction to hear nearly all categories of cases, including both civil and criminal matters. The Judges for these courts are mainly appointed by vote from the Mayors and Counts of each of the six district territories.

All Tsarlack Citizens are considered by the State of Tsarlack to be Tsarlian. The constitution does not recognize ethnic minorities. The State of Tsarlack does not discriminate on human race, language, religion and any kind of orientation except individuals who committed crimes against Tsarlianism. The Tsarlack constitution guarantees anti-discrimination and equal opportunities for all Tsarlack Citizens.  All civic statistics are based on Tsarlack citizen’s first language.

 

Currency & Taxation:

 

The Tsarlack Constitution establishes the Ts€ as legal tender on the islands of Tsarlack.

The Tsarlack Constitution recognizes the authority of The Central Bank of Tsarlack as responsible for the monetary policy of the State of Tsarlack.  The CBTs primary responsibility is to maintain the stability of the Tsarlack national currency, the Ts€, and money supply.

The Tsarlack Constitution gives the right to the State of Tsarlack to establish, regulate and collect taxes from its citizens for purposes of state funding.

  

Security & Defense:

 

The State of Tsarlack commissions the Ts.P.D to keep order and security over its sovereignty. The State of Tsarlack is prohibited by the constitution to incorporate regular indigenous military forces.
